Senior Contract Management Officer

Job Summary

Responsible for reviewing the Vendor’s contract and NOA drafts within the SCM function. This role ensures compliance of the contract template, terms and condition of the contracts that secure both parties and maintain the timeliness notifications of contract period to SCM Contract Superintendent

Job Responsibilities

Key Metric
Assist on the management of contract timeline, terms and condition and the contract lifecycle.

Average of time taken from initiation of contract to execution (avg: 30 days)

Percentage of action decided 30 days prior contracts termation date (target: 100%). 

Involve on monitor and evaluate vendor performance, and ensure compliance with quality standards and delivery schedules.

Percentage of on-time deliveries by vendors as per PO date (target: ≥98%).

Involve o the monitoring of annual SPM (target: 100%)

Create and manage commercial risks register identifed based on the review of the contracts Documented risk identification per contract (target: 100%)

Identify the requirement on Contract Management System as part of the Purchasing System.

Identify the requirement on Contract Management System as part of the Purchasing System.

Assist SCM Contract Superintendent on preparing contract performance reports, monitor compliance with regulations and internal policies, manage contract-related risks and provide reports to stakeholders.

Accuracy and timeliness of contract performance reports (target: 100% of reports submitted on time without significant errors)
Maintain and actively implement SHE programs and responsibility (involve identify, mitigate and monitor SHE risk), including SHE Management System to ensure the effectiveness of the programs conform to official standard, requirements and procedure applied and to confirm the execution of the SHE Responsibility meet the intended outcome - SHE risk well maintained

- SHE Management System meets the current ISO 14001, ISO 45001, SMK3 & SMKP standards and requirements

Education

Minimum bachelor’s degree in business law, engineering, business administration, commerce/finance, supply or other related fields

Skill, Knowledge, and Experience

  • Minimum of 4 year of experience in contract management or SCM.
  • Strong analytical, risk management, cost control/budgeting, legal and regulatory compliance and stakeholder communication skills.
  • In-depth understanding of prevailing laws, contract regulations and SCM best practices.

Certification

Certification on Commercial Contract or Procurement and Supply Chain Management are preferable but not mandatory

Other Requirements
